~/public_html/.htaccessにOptions以下を書いてください。
http://www.cs.gunma-u.ac.jp/~j5306050/.htaccess
を参考にしてください。

さっきはホームディレクトリに.htaccessを置く、と
書きましたが、~/public_htmlに置いてください。

chmod a+x test.cgi するのも忘れずに。
